Dr. David C. Lizárraga
President & CEO – TELACU / Millennium
Founder & Chairman – TELACU Education Foundation
David is internationally renowned as a pioneer in the field of community and economic development. He created the innovative TELACU Model, the community investment engine that sustains TELACU as the nation’s largest Community Development Corporation. David also shares his expertise, leadership, insight and time with many other civic, business, educational, governmental and community-based organizations. He serves as Chairman of the United States Hispanic Chamber of Commerce, advocating for more than 2.5 million Latino businesses throughout the nation.

Michael D. Lizárraga
President & CEO – TELACU Industries
Michael is responsible for the day-to-day management of TELACU, TELACU Industries and its subsidiaries. With direct operational control over the company’s businesses and programs, he leads the Senior Executive Staff in management and operations to ensure that the TELACU Mission Statement is fulfilled at the highest level. He also plays a major role in business development, governmental relations and strategic planning for the company.

Paul Samuel

Senior Vice President & CFO – TELACU Industries
Paul is responsible for the financial management of TELACU and its subsidiaries. This includes the procurement of financing and capital, investment analysis, budgeting, financial reporting and income tax planning. He also plays a key role in the planning and development of business operations and procedures. Paul is a Certified Public Accountant. 

Jerry Barham
Senior Vice President – TELACU Real Estate Services
Jerry manages and oversees TELACU's commercial, industrial and retail real estate portfolio. His team is responsible for the development, leasing, management, financing, acquisition and maintenance of all TELACU non-residential properties. Jerry is a Certified Public Accountant and former auditor of TELACU. 


Jay Bell
Senior Vice President – TELACU Construction Management
President – Pyramid Services
Jay is responsible for business development, client relations and strategic planning for TELACU Construction Management. As President of Pyramid Services, he oversees the growth and operations of this subsidiary, which provides general contracting and professional services to federal agencies. He is also involved in business development and strategic planning efforts for TELACU Industries. 

Jasmine Borrego

President – TELACU Residential Management
Jasmine manages and oversees TELACU’s affordable rental housing portfolio for senior citizens and the disabled, and identifies and secures funding for the delivery of effective social services for residents. She is responsible for ensuring that each community complex provides a wholesome and safe environment and is managed in compliance with all governmental funding and regulatory agencies. She serves on the boards of Affordable Housing Management Association (AHMA) and Aging Services of California.

John Clem

President – TELACU Construction Management
John manages and oversees the business and client service activities of TCM. This includes the development and construction of new community assets such as libraries, schools, military facilities, and government buildings. He directs a team that provides program and construction management services to cities, school districts, community colleges, and other public entities that have major building programs.

Ana Gonzalez

Senior Vice President – Human Resources
Ana is responsible for the management and oversight of all aspects of TELACU’s human resources policies, objectives, and initiatives. Her team manages the company’s employment, orientation, training, employee relations, compensation, benefits, safety, and employee services. She also ensures company compliance with all applicable labor laws.

Priscilla Lizárraga

Senior Vice President – TELACU Communications Group
Priscilla is responsible for the direction and advancement of TELACU’s corporate image. Her team manages the company’s public relations, creative services, information technology systems, and corporate communications. She also serves as Producer of the TELACU Education Foundation Annual Scholarship Awards Dinner, with responsibility for solicitation and fundraising as well as overall event planning, coordination and execution.

Tom Provencio
Senior Vice President – TELACU Development Corporation
Tom is responsible for the development of TELACU’s Senior Housing portfolio, including TELACU’s HUD 202 Program Senior Housing projects. His team manages all phases of project development from pre-development to construction completion. This includes site selection; preparation and submittal of applications and project documents; interfacing with project team members and governmental officials; overseeing project design, budget, financing, entitlements, escrow and closing processes; monitoring construction schedule and quality control. 

Velma de la Rosa

Senior Vice President – TELACU Education Foundation
Velma is responsible for the operational management and administration of the Foundation. She oversees a team that directly implements the Foundation’s Scholarship Program, College Advisement and Leadership Program, Health Careers Program, Youth Services Program, and the federally funded TRIO Programs. TELACU’s TRIO Programs consist of the Classic Upward Bound, Talent Search and Veterans Upward Bound Programs. 

José Villalobos

Senior Vice President – TELACU Industries
Jose manages TELACU’s public sector initiatives. He is responsible for identifying and accessing government programs, and affecting legislation at the federal, state and local levels that can be utilized in the expansion of the company’s subsidiaries and business activities. He also oversees TELACU’s non-regulated capital investment programs, including New Markets Community Capital and TELACU Community Capital.
